CAREER OPPORTUNITY FOR THE POSITION OF CHIEF EXECUTIVE OFFICER: Faisalabad Electric Supply Company (FESCO) is a leading public utility Company dealing with the power sector and operating its business of electricity distribution, serving more than 5.4 million customers in eight (08) districts of Punjab namely Faisalabad, Chiniot, Sargodha, Jhang, T.T. Singh, Khushab, Mianwali & Bhakkar.
FESCO is actively looking for a high caliber team leader, male or female, for the position of Chief Executive Officer.
The company invites applications from exceptional professionals with experience of power utility operations to fulfil the role and responsibilities listed hereunder:
- The Chief Executive Officer will report to the Board of Directors and will work closely with the board in the strategizing and development of a business plan. The candidate will ensure the implementation of targets and policies set by the Ministry of Energy (Power Division) and the Board in order to advance the Companyโs mission, enhance revenue and productivity, whilst keeping the company on the track of consistent growth.
- The candidate must be proactive and result-oriented with established credibility and a performance record which reflects the drive to take on challenging assignments and the potential for achieving performance targets.
- The candidate is expected to have qualities which include integrity and honesty and must be able to impart strong leadership, team building, inter-personal and communication skills.
Academic Qualifications:
The Candidate must be a Professional Engineer registered with PEC having a Bachelorโs degree in Electrical Engineering. In addition to this, a Masters Degree in Engineering, Business, Public Administration, Management, Economics or Finance and for membership of a recognized body of Professional Accounts is preferred.
Work Experience:
The Candidate must possess a minimum of 15 years of experience, working preferably in the power sector:
- As Chief Executive or at a senior management level in similar organizations that have commercial attributes.
- At the level of member of a governing body of a professional institute or as a head of department.
Remuneration & Tenure:
- Market based competitive salary package on lump sum basis.
- The position will be filled on contract basis, initially for a period of three (3) years from the date of appointment with six (06) months as probation period. The contract is further extendable by the Board subject to satisfactory performance on the basis of performance appraisal/achievement of KPIs.
- The contract service shall neither be regularized nor pensionable at any stage in future under the Government Rules.
Age Limit: Maximum age should not be more than sixty-two (62) years as on closing date.

FOR THE POSITION OF CHIEF LEGAL OFFICER

FESCO is actively looking for the services of an experienced professional with legal expertise, either male or female, who has an understanding of the power sector as well as knowledge of the laws, rules and regulations that govern the electricity market for the C-level position titled Chief Legal Officer.
Skills & Responsibilities:
The incumbent will be hired as Chief Legal Officer and shall report to the Chief Executive Officer and Board of Directors in the capacity of Legal Advisor of FESCO with the responsibility of managing and leading the legal function of the company.
Main responsibilities of the position include the following but are not limited to:
- Overseeing all legal and regulatory affairs of FESCO.
- Developing and leading corporate legal strategy to promote and protect the interests of FESCO.
- Representing FESCO in legal and regulatory proceedings, as necessary, before NEPRA, PPRA, and other regulators/authorities.
- Leading delivery of legal advice and opinions, drafting of legal instruments, contract negotiations and legal resources to promote and protect the interests of FESCO.
- Managing all legal compliance issues of FESCO in coordination with other departments in the company.
- Ensuring effective delivery of legal/regulatory advice to the CEO, Board of Directors and senior decision-makers of FESCO.
- Managing and overseeing the team of lawyers/external counsel appointed by FESCO to represent the company before various legal forums as well as legal staff to perform their duties as per the letter and spirit of the law to achieve the goals of FESCO.
- Overseeing all affairs of the legal department including the performance of external counsel in representing FESCO before all legal forums including High Courts and civil courts across the country and maintaining a register of appointments, assignment of cases, status and decisions passed.
- Coordinating with other department heads to maximize effective delivery of legal/regulatory advice and services to their teams.
- Maintaining effective relationships with key legal and regulatory stakeholders of the electricity sector.
- Updating the legal and regulatory strategy of FESCO periodically and validate its alignment with internal business requirements and external dynamics.
- Maintaining a strong in-house team with focus on efficient delivery and ensuring legal compliance and upkeep at FESCO.
Requisite Skills Include:
- Understanding of ERP systems, its implementation and working towards legal/technical solutions and automation.
- In-depth knowledge of laws, rules and regulations governing the power sector, as well as keeping updated with respect to evolving processes and legal frameworks.
- The ability to think strategically and reach effective solutions towards resolution of cases/disputes and achieving performance goals.
- Strong communication and team-building skills.
Qualification & Experience:
The minimum qualifications include a Bachelorโs degree in Law (LLB) from a reputable HEC recognized university with preference given to Bar at Law and/or Masters of Law (LLM).
The expectations with respect to experience include:
- Advocate holding valid license to practice before the High Courts of Pakistan.
- A minimum of 15 years of post-qualification experience and legal practice before lower and high courts across Pakistan.
- In-depth knowledge of all applicable laws regarding electricity distribution sector and corporate/commercial laws.
- Exposure of work and appearances before Government and Regulatory Authorities.
- Contract negotiations.
