VACANCY ANNOUNCEMENT
Finance Department, Government of Sindh, invites applications from interested candidates (Pakistani nationals) for the following contract-based positions:
1. Senior Fiscal & Financial Manager (One Position)
Qualification & Experience:
- MBA (Finance)/CA/ACCA/CMA from an HEC-recognized university/institution.
- Minimum 10 years of post-qualification experience in progressive organizations in finance-related management positions.
- Understanding of fiscal management, public sector accounting, financial rules, and regulations.
- Experience with public finance management and international donor agencies is preferred.
- Age Limit: Not exceeding 45 years.
Job Responsibilities:
- Oversee the implementation of the MTEF framework, ensuring alignment with fiscal management best practices.
- Develop a comprehensive strategic approach to MTEF implementation, linking strategic planning, budgeting, and performance-based financial planning.
- Lead the development of forecasting models to enhance budget reliability.
- Supervise the MTBF unit, including conducting workshops, guiding stakeholders, and ensuring knowledge transfer.
- Collaborate with key government finance officials and oversee capacity-building initiatives.
- Provide financial policy recommendations to improve MTEF framework efficiency.
2. Fiscal & Financial Manager (One Position)
Qualification & Experience:
- Masterโs in Commerce/Economics (specialized in Finance) or equivalent from HEC-recognized university.
- Minimum 8 years of post-qualification experience in finance-related roles, including financial modeling and data analysis.
- Strong knowledge of data analytics, financial reporting, and government rules/regulations.
- Age Limit: Not exceeding 40 years.
Job Responsibilities:
- Act as a liaison between the Finance Department and key stakeholders for MTEF process implementation.
- Assist in preparing financial reports and forecasts.
- Monitor fiscal performance, ensuring alignment with budgetary frameworks.
- Provide technical support for financial assessments and reporting.
- Assist in capacity-building programs for government finance officials.
3. Financial Analyst (One Position)
Qualification & Experience:
- Masterโs in Commerce/Economics or equivalent from HEC-recognized university.
- Minimum 5 years of post-qualification experience in finance and public sector roles.
- Strong data analysis skills, proficiency in Excel, Power BI, and financial modeling software.
- Age Limit: Not exceeding 35 years.
Job Responsibilities:
- Assist the Senior Financial Analyst in analyzing financial performance trends.
- Develop financial projections, evaluate fiscal risks, and recommend mitigation strategies.
- Maintain financial data repositories and generate reports.
- Provide budgeting and forecasting support to fiscal management teams.
4. Database Manager (One Position)
Qualification & Experience:
- Masterโs in Computer Science or equivalent from an HEC-recognized university.
- Minimum 8 years of professional experience in database and data management.
- Strong knowledge of SQL, data mining, and financial databases.
- Age Limit: Not exceeding 40 years.
Job Responsibilities:
- Assist the Fiscal & Financial Manager in database design and data analysis.
- Develop a financial database system for performance monitoring.
- Support fiscal reporting with data-driven insights.
- Ensure data security and compliance with government regulations.
5. Data Entry Operator (Three Positions)
Qualification & Experience:
- Bachelorโs Degree/Diploma in Computer Science or IT from an HEC-recognized institution.
- Minimum two years of post-qualification experience in data processing and budget preparation.
- Strong computer skills, particularly in MS Office.
- Age Limit: Not exceeding 30 years.
Job Responsibilities:
- Sort, compile, and verify financial data for accuracy.
- Ensure timely data entry and reporting for MTEF monitoring.
- Assist in preparing budget performance reports.
General Instructions:
โ Contract Period: Initially two (02) years, extendable based on performance.
