SENIOR MANAGEMENT POSITIONS

The Karachi Water & Sewerage Corporation (KW&SC), responsible for ensuring clean, safe, and uninterrupted water and sewerage services to the people of Karachi, is seeking highly qualified and experienced professionals to fill the following positions. These positions are envisioned to be key leadership roles in the Corporation, responsible for driving strategic growth and operational excellence.

Chief Financial Officer (CFO) (01 Position)

Reporting to the CEO, the CFO shall be responsible for formulating and implementing the financial vision and strategies of the organization and advising the Board on operational & strategic decision making. She/he shall be further responsible for the financial management as per the Act, Rules and Regulations of the Corporation, prepare financial statements, lead the finance function of the organization and ensure compliance with all applicable laws and regulations.

QUALIFICATION AND EXPERIENCE:

• Chartered Accountant or member of a recognized body of Professional Accountants.
• Master’s degree in Finance or a related field from a reputable university recognized by HEC and preferably membership of a professional body.
• At least 15 years of relevant experience in senior management positions in the public or private sector organization.
• Experience of ERP systems.

Chief Information Technology Officer (CITO) (01 Position)

Reporting to the CEO, CITO shall develop IT strategies to enhance operational efficiency and support the Corporation’s digitalization efforts. She/he will oversee and lead the activities of the IT department and digitization initiatives.

QUALIFICATION AND EXPERIENCE:

• Bachelors in Computer Science/Software Engineering/Computer Engineering/IT (4 years) from a reputable ¹ university recognized by HEC.  
• At least 12 years of relevant experience in a senior management position in the public or private sector organization.
• Proven track record of implementing and managing large-scale IT projects.

Chief Human Resource Management Officer (CHRMO) (01 Position)

Reporting to the CEO, Chief Human Resource Management Officer will be responsible for the efficient and effective performance of the employees of the Corporation. She/he shall oversee the recruitment, selection, training, development, and performance management of employees as per the prescribed rules of service and the Board’s policies.

QUALIFICATION AND EXPERIENCE:

• Master’s degree with specialization in Human Resource Management, from a reputable university recognized by HEC.
• At least 12 years post-qualification experience with at least 5 years in a senior management position in HR.

Financial Specialist in PPP Node of KW&SC (01 Position)

Reporting to the CEO, the Financial Specialist in PPP Node of KW&SC, shall be responsible for formulating, implementing and analyzing the financial models and managing financial discipline for assumed & ongoing PPP projects.

QUALIFICATION AND EXPERIENCE:

• Member of a nationally recognized body of Professional Accountants or holding a Master’s in Finance/Economics from a university recognized by HEC.
• At least 15 years of experience in finance, out of which 5 years in a senior management position in a financial institution or a large enterprise as a public or private organization.
• Proven knowledge of PPP projects and financial modeling techniques.

Chief Strategy Officer in PPP Node of KW&SC (01 Position)

Reporting to the CEO, Chief Strategy Officer in PPP Node shall strategically plan major projects employing PPP models, ensuring the Corporation’s long-term financial sustainability. She/he shall identify and evaluate potential partners, stakeholders, and investors. Besides, she/he shall also be responsible to monitor and evaluate the implementation of ongoing PPP projects, track progress against key performance indicators, and make data-driven recommendations for adjustments, if necessary, as per the Act, Rules and Regulations of the Corporation.

QUALIFICATION AND EXPERIENCE:

• Master in Business Administration, Public Administration, Economics, or a related field. 4 years more experience in a large enterprise as a public or private organization.
• At least 12 years of relevant experience, out of which 5 years as Chief Strategy Officer/Business Development Head/Senior Management position.
• Proven knowledge of PPP projects and their implementation.
• Hands-on experience of ERP systems.
• Maximum age limit 60 years.

Legal Specialist in PPP Node of KW&SC (01 Position)

Reporting to the CEO, Legal Specialist in PPP Node of KW&SC shall be responsible to perform in-depth legal research/analysis and afford legal advice in a PPP transactions, project documents and agreements. Besides, she/he shall assist in the development and implementation of legal frameworks and policies related to PPP projects, ensure compliance with all applicable laws and regulations of the authority as well as informed about the legal landscape relevant to the water sector and provide recommendations for compliance and risk mitigation.

QUALIFICATION AND EXPERIENCE:

• Preference will be given to candidates Licensed to practice law in Pakistan (member of any Bar Council).
• Master’s degree in Law or LLM from a recognized university.
• At least 12 years of increasingly responsible experience in legal practice, out of which 5 years in a senior management position.
• Proven knowledge of PPP projects and their legal aspects.

Deputy Managing Director (HRD&A)

The Karachi Water & Sewerage Corporation invites applications for the position of Deputy Managing Director (HRD&A) to lead and manage the Human Resource, Administration and Logistics functions of the Corporation. The incumbent will be responsible for developing and implementing HR strategies, ensuring compliance with all relevant labor laws and regulations, and providing efficient administrative and logistic support to the organization.

QUALIFICATION AND EXPERIENCE:

• Master’s degree in Human Resource Management, Public Administration or a related field from a recognized university.
• At least 15 years of experience in a senior management position in HR, Administration or Logistics in a large public or private sector organization.
• Proven track record of managing large teams and implementing HR initiatives.

GENERAL CONDITIONS:

• All positions are on a contract basis for a period of 3 years, extendable on mutual agreement.
• Only shortlisted candidates will be called for interviews.
