National Disaster Risk Management Fund (A company set up under section 42 of the Companies Act 2017) Making Pakistan Resilient
VACANCIES ANNOUNCEMENT: National Disaster Risk Management Fund (NDRMF) is a government-owned not-for-profit company, established under Section 42 of the Companies Act 2017. It provides grant financing for projects that contribute to enhancing Pakistanโs resilience to climate and other natural hazards and to strengthen the governmentโs ability to quickly respond to disasters triggered by natural hazards. NDRMF requires the services of vibrant & qualified professionals for the following Islamabad-based positions on a performance-based contract:
1. Manager โ Disaster Risk Financing (One position)
Responsibilities: The Manager will lead the work and mandate of NDRMF for implementing the โNational DRF Strategyโ and will be responsible for coordinating all stakeholders, leading research and development relating to the development & design of different Disaster Financing Instruments, reviewing policies & plans, and developing instruments accordingly. The Manager will also lead efforts in mobilizing funding, designing financial products, and building partnerships with the private sector.
Qualification:
- Minimum 16 years of education in Finance, Economics, Business Administration, Risk Management, or a related field of study.
- A PhD or second degree with specific research focused on Disaster/Climate Finance is preferred.
Experience:
- Minimum 10 years of professional experience with 3-5 years in disaster risk financing.
- Experience in developing financial products, policies, and instruments in the finance or a similar role, preferably in a disaster risk financing context.
- International experience in disaster risk financing will be an asset.
- Experience in working with stakeholders for disaster risk reduction.
- Strong experience in conducting research, policy analysis, and building partnerships.
- Proven track record of leading teams.
2. Technical Team Lead โ NATCAT Risk Modelling & Data Centre (National) (One position)
Responsibilities: The Technical Team Lead โ NATCAT Risk Modeling & Data Centre is responsible for the operations, establishing linkages with national and international data centres, incorporating AI/ML elements, and enhancing the efficiency of the โRisk Calculatorโ. The Technical Team Lead will also lead in planning, designing, and implementing strategic plans to ensure the data center capacity meets current and future NATCAT Model requirements.
Qualification:
- Minimum 16 years of education in GIS & RS, Geo-informatics, Spatial Data Science, Hazard/NATCAT Risk Modeling, GIS Development, and Programming, or a related field of study.
- MS/PhD qualification will be preferred.
Experience:
- Minimum 8-10 years of professional experience with 3-5 years of industry experience in managing data centers or large-scale GIS/RS-based risk assessment projects.
- Expert in GIS/IT/SDI infrastructure, operating systems, configurations, and IT operations.
- Proven expertise in managing GIS/Spatial Data Centers and expert knowledge of Web-GIS, Mobile-GIS, AI, and ML applications.
3. Deputy Manager โ GIS Developer / Modeling (One position)
Responsibilities: Develop innovative user interfaces and interactive visualizations for the dashboard using Web-GIS and GIS development technologies.
Qualification:
- Minimum 16 years of education in Geoinformatics, Computer Science, GIS Development, and programming or related field of study.
Experience:
- Minimum 6-8 years of professional experience with 2-3 years of relevant expertise.
- Completed a minimum of 3 landmark national and international projects of a similar nature.
- Expert in developing innovative user interfaces and interactive visualizations for dashboards.
- Experience with JavaScript libraries (e.g., Node, Leaflet, Open Layers), mapping third-party APIs (e.g., Google Maps APIs), geospatial libraries (e.g., GeoTools, Q-GIS, OGR, JTS).
- Expertise in developing appropriate AI techniques, frameworks like React, Angular, or Vue.js, and platforms like Web App Builder for ArcGIS.
- Expert in cloud-based implementations and scalability with browser compatibility.
- Knowledge of ArcGIS Online and the use of its analytical tools.
4. Deputy Manager โ GIS Expert, NATCAT Data Centre (One position)
Responsibilities: Manage GIS/Spatial Data Centers and ensure efficient data transformation, conversion, and harmonization.
Qualification:
- Minimum 16 years of education in Geoinformatics, GIS & Remote Sensing, Data Science, or a related field.
Experience:
- Minimum 6-8 years of professional experience with 2-3 years of relevant expertise.
- Completed a minimum of 3 landmark national and international projects of a similar nature.
- Expert in data analytics, conversion of large data sets, and application of DBMS (e.g., PostGIS, Oracle Spatial) and data interoperability standards (e.g., OGC standards).
5. Deputy Manager โ IT, NATCAT Data Centre (One position)
Responsibilities: Manage IT operations, including network designing and implementation, systems administration, and VMware technologies.
Qualification:
- Minimum 16 years of education in computer science, information technology, electrical engineering, or a related field.
- Advanced qualifications or certifications in relevant areas such as network engineering, systems administration, or cybersecurity may be preferred.
Experience:
- Minimum 6-8 years of professional experience with 2-3 years in Windows and Linux Systems, network designing and implementation, and VMware technologies.
- Relevant certifications of Windows/Linux/VMware/Cisco will be preferred.
- Experience with cloud computing platforms (e.g., AWS, Azure, Google Cloud) and hybrid cloud deployments is beneficial.
6. Assistant Manager IT, NATCAT Data Centre (One position)
Responsibilities: Assist in IT operations, network management, and cloud computing.
Qualification:
- Minimum 16 years of education in computer science, information technology, electrical engineering, or a related field.
- Advanced qualifications or certifications in relevant areas such as network engineering, systems administration, or cybersecurity may be preferred.
Experience:
- Minimum 3-4 years of professional experience with 1-2 years in Windows and Linux Systems, network designing and implementation, and VMware technologies.
- Relevant certifications of Windows/Linux/VMware/Cisco will be preferred.
- Experience with cloud computing platforms (e.g., AWS, Azure, Google Cloud) and hybrid cloud deployments is beneficial.

- NDRMF offers a competitive remuneration and benefits package. The actual appointment salary will be based on NDRMFโs standards and computation, taking into account the selected individualโs qualifications and experience.
