CAREER OPPORTUNITIES: Power Planning & Monitoring Company (PPMC) is mandated to provide policy and technical support to the Ministry of Energy (Power Division), integrated planning of the Power Sector of Pakistan, development, and implementation of strategic plans for the power sector, and to administer, monitor, and evaluate the performance of Power Sector Entities under the approved policies/laws.
The Company is seeking applications for the following positions from eligible persons, who can perform the tasks assigned under the thematic areas mentioned above and the Company policies. The first 03 months shall be on probation and thereafter shall be regularized, as per company policy.
The candidates must have strong interpersonal skills, outstanding problem-solving skills, and the ability to exercise sound judgment based on accurate and timely analysis. Outstanding communication, time management, and problem-solving skills are pre-requisite. Ideal candidates should have the ability to prioritize work under pressure. The candidate must be IT Savvy, Integrity, and maturity should be an essential attribute when handling confidential company information.
The Plan Implementation Unit (PIU) may be short-term subject to its completion and subsequent approval by the competent forum.
(i) Assistant Specialist โ Finance
Responsibilities:
- Assist in the development of production and consumer financial models, financial forecasts, etc.
- Development/Maintenance/Updation of power sector cost optimization models for electricity package designs, sensitivity analysis, and other potential benefits.
- Support the development of Electricity Tariff Projections Reports for Short, Medium, and Long-term horizons.
- Evaluate current financial and business models of the power sector and design/propose instruments/frameworks to manage existing & emerging challenges.
- Prepare various types of financial analysis for strategic planning and policy development.
- Review business & investment plans of the sectoral entities to propose innovative interventions and adapt energy transition pathways.
- Identify financial risks at National Level and design informed decision-making and practical real options on economic and tariff rate assessments.
- Prepare investment-grade Credit/Default mitigation plans (CDMP) & reporting tools.
- Conduct analysis of audit trails of automated data (financial information).
- Research, design, and develop energy market financial models and products to enable market evolution and energy transition.
Skills, Knowledge & Abilities (SKA):
- Chartered Accountant / Cost & Management Accountant or ACII / ICMA / Inter / ACCA / CFA or member of professional bodies with a Masterโs degree in Finance / Accounting or related fields (at least 16 years) from HEC recognized/affiliated institute/university.
- The candidate must have 04 years of relevant experience in a reputable national/international organization.

(ii) Assistant Specialist โ Accounts & Finance
Responsibilities:
- Prepare detailed monthly, quarterly, and annual financial statements while providing data-driven insights for strategic decision-making.
- Develop comprehensive financial models and KPIs to incorporate into risk assessments and reports and scorecards.
- Compliance with tax regulations and international accounting standards, tax regulations, and compliance guidelines during preparation, review, and filing.
- Review historical and current data while analyzing forecasts to identify opportunities for system enhancements and process improvements.
- Collaborate across departments to align financial processes with overall business objectives and support decision-making.
- Actively contribute to financial planning, investment analyses, and the implementation of automation solutions to optimize workflows.
Skills, Knowledge & Abilities (SKA):

(iii) Assistant Specialist โ Policy
Responsibilities:
- Analyze applicable policy framework through qualitative and quantitative methods for further prospective development and recalibrations.
- Develop/update frameworks/tools for gauging/assessment of policy objectives/directions/impacts through quantification matrix.
- Formulation of processes, development of internal/external controls, and alignment with endogenous and exogenous policy variables.
- Explore and identify gaps in the energy sector requiring framework integration, process development, role setting, and function development.
- Collaborate with analysts in their modeling teams to relate and integrate inputs and outputs across models.
- Coordinate with the government & non-governmental international & local organizations to align and operationalize policies, plans, and assist implementation directives.
- Review of the results/outputs by the team, preparation of summary/presentations/case analysis.
- Reflect policy mitigation through identification of gaps, choking, and proposing corrective & enabling instruments/directives.
- Harness and optimize ongoing policy initiatives through mobilization of emerging technologies to ensure smoother context while ensuring key policy objectives of the power sector.
- Identify risks for bottlenecking and development bottlenecking directives.
- Keep track of global energy transition tools.
- Develop key policy suggestions to analyze legislation and policy process for their effective operations.
Skills, Knowledge & Abilities (SKA):
- Bachelor/Masterโs degree in Mechanical/Electrical/Mechatronics/Energy/Electronics Engineering/Engineering Sciences, etc.

(iv) Assistant Specialist โ Planning
Responsibilities:
- Development/Maintenance/Updation of Power Sector models (techno-commercial models, Transmission models, etc.), GHG emissions inventory forecast model in coordination with DISCOs, System Operator, National Grid Company, and other relevant entities.
- Development of communication strategies for dissemination of results/models for national and international scenarios.
- Identify and evaluate the performance of various interventions and/or models/processes being done under all functions with DISCOs, GENCOs, NTDC, etc.
- Collaborations with Global and local renowned bodies/institutions/academia for model upgradations, advanced modeling techniques.
- Development of internal/external processes/SOPs to standardize all the planning functions. Structure and organize strategies for knowledge diffusion pertaining to planning function within the company.
Skills, Knowledge & Abilities (SKA):
- Bachelor/Masterโs degree in Mechanical/Electrical/Mechatronics/Energy/Electronics Engineering/Engineering Sciences, etc.

(v) Assistant Specialist โ Economics
Responsibilities:
- Performs advanced quantitative and statistical analysis of large datasets to identify trends, patterns, and correlations that can be used to inform policy & strategic planning decisions.
- Applies deep expertise in causal modeling to develop large-scale systems.
- Reviews and audits modeling processes and results for other team members.
- Compile energy market data, analyzes market trends, including demand-supply and price projections, and undertakes market/social intelligence.
- Estimation and testing of model parameters to meet present and future needs for resource allocation for planning and programming.
- Establish the key economic factors shaping the energy landscape, patterns, and future trends, including energy transition, clean energy, and digitalization.
- Apply economic/theoretical framework to policy & strategic planning, market design, pricing, forecasting, program evaluation, etc., in dynamic environments.
- Build economic/econometric models using available and compiled data systems.
- Analyze policy recommendations for impact and form recommendations and alternatives to aid policy decisions.
- Deliver dynamic presentations and training concerning complex economic issues in basic terms to various audience segments.
- Collaborate with others in the organization to develop new ideas and brainstorm potential solutions and mentor junior team members.
- Develop tools and methods to continuously update data to provide policymakers insight as needed.
- Keep abreast of the latest tools and techniques to analyze legislation and policy processes for their effective operations.
Skills, Knowledge & Abilities (SKA):
- Masterโs degree in Economics/Econometrics from HEC recognized/affiliated institute/university.

(vi) Assistant Specialist โ Data Analyst
Responsibilities:
- Design and maintain CI/CD data pipelines for model training, testing, and deployment.
- Perform advanced quantitative and statistical analysis of large datasets to identify trends, patterns, and correlations, informing policy and strategic planning decisions through data science expertise.
- Create visualizations, dashboards, and reports using advanced Business Intelligence tools to communicate findings to stakeholders.
- Design and implement robust data governance techniques to ensure data automation integrity and security.
- Keep track of industry trends and best practices in data analytics, machine learning, and data governance to maintain professional competency.
- Perform ad-hoc analysis and present results and insights on assigned tasks as needed.
Skills, Knowledge & Abilities (SKA):
- Bachelorโs or Masterโs degree in Computer Science/Data Science/Software Engineering/Machine Learning or related fields from an HEC recognized/affiliated institute/university.
- Hands-on experience with tools and data models and in the visualization or monitoring fields.
- The candidate must have 03 years of relevant experience in a reputable national/international organization.

(vii) IT Administrator
Responsibilities:
- Install, configure, and troubleshoot software, operating systems, and peripheral devices such as printers, projectors, and scanners to ensure seamless functionality.
- Ensure robust IT infrastructure security by maintaining antivirus systems, applying software patches, and monitoring networks for vulnerabilities or breaches.
- Provide staff training on IT systems, new software applications, and managing user expectations.
- Perform administrative functions by maintaining an updated inventory of IT equipment and ensuring accurate tagging and reporting of assets.
- Actively contribute to the smooth functioning of IT systems, promptly resolving issues to minimize downtime and ensure optimum user satisfaction.
- Draft reports on IT system performance issues, software bugs, procurement documents, tenders processing, etc., and ensure compliance with industry standards and regulations.
Skills, Knowledge & Abilities (SKA):
- Bachelorโs or Masterโs degree in Information Technology/Computer Science/Engineering (16 years of HEC equivalent education) from a recognized/affiliated institute/university.
- The candidate must have 03 years of relevant experience in a reputable national/international organization.
